So, is there any equally good software that would support AVCHD AC3 on Win7 that would enable me to edit my video footage? I really liked that Premiere Pro, but as the current version does not enable me to edit my videos (with sound), I can't use it.

In the past I used Premiere Pro 2015 (trial) to edit my videos with success, but they did not want to give any older version to me, so I had to cancel.

I was given the option to upgrade my OS (which is not happening) or to buy this Minnetonka Audio codec which was 300 USD, that would have essentially doubled the price of the software required to edit my videos. I recently bought a yearly subscription to Premiere Pro that I had to cancel because the current version, 2018 version does not support the AC3 audio that my AVCHD clips have (running Win 7).
